The death lists of the WTC: Israelis got in to work too late?

VERY simple question: Could it be possible that the reason that there were so few Israelis killed in the WTC crash because it was too early and they hadn’t arrived for work yet, possibly because their offices didn’t open until 10:00AM?
I hate playing devil’s advocate, but they will bring this up at sometime I’m sure.
