I WAS about to answer no, as Hitler kept out of religious decisions, but then I think again the answer is probably yes: this was likely the result of a Table Talk which Bormann sat in on, and he wrote a memorandum in consequence and issued it as an ukase from the
Führer — that is the way a lot of Führer orders and decisions originated.
