N NOVEMBER 21, 1989 Diplom Kaufmann Claus Jordan of Walkürenallee 4, 5600 Wuppertal 1 (Elberfeld), Germany, ordered a copy of the Leuchter Report, which had been published by Focal Point in London in June 1989. The report was mailed to him
on November 27, 1989. He queried the warning box printed in the report which advised that Focal Point Publications would not be held responsible for the consequences of distribution of the publication in Germany. Jordan wrote to the Bundesminister der Justiz (German federal minister of justice) asking for clarification.
In a letter dated February 14, 1990, reference, II B 1a – AR – ZB 1528/89, the Bundesminister der Justiz stated that the Report was a “scientific document” and that there were no ministry objections to the distribution of the Report in Germany:”Bei dem Gutachten von Fred Leuchter handelt es sich um eine wissenschaftliche Untersuchung. Eine Bewertung des ‘Leuchter-Reports’ unter strafrechtlichen Gesichtspunkten steht dem Bundesministerium der Justiz nicht zu.”
On March 15, 1990, Jordan wrote to David Irving enclosing a copy of this reply which he had received from the Minister. (Mr Jordan is since deceased).
