TRANSLATION: "To all Gau headquarters for immediate action. Directive No. 174/38. (Repeating Telex of November 10, 1938). On the express order of the highest level of all, arson attacks on Jewish businesses or suchlike are not to occur at any event and under no circumstances whatsoever"
