Dear Mr Jones PLEASE INFORM me whether the Community Security
Trust, the sinister-sounding body advertised in the
enclosed page, and/or its supervisory body the
Trustees and Advisory Board, have registered a
database with your agency and if so supply me with
an uncertified copy of their registration
certificate. If they have not registered, perhaps
your agency should remind them of their duties
under the Act.

CST had not yet registered its computer database, but had
now announced that it intended to in the future. The CST
finally registered the database in
August 1997, and Jones promptly and very properly

Community Service Trust I HAVE been alarmed by the emergence of the
second of the above-named bodies, and waiting in
vain for some comment on it to appear in the
national press. Since you have (apparently) publicly welcomed
this extraordinary development, in display
advertisements published in the Jewish community
newspapers, there is no need for me to elaborate on
its nature. However I should welcome -- since I and
your officers, who have guarded these premises and
my lectures, have in the past been the target of
violent demonstrations launched by these people and
their unappetising thugs -- an explanation from
your legal staff on how the activities of this new
para-military body (the CST) which is to undertake
"training of Jewish younsgters in self defence
techniques" and operate in a "hands on" way as
opposed to the political work of the Board itself,
and which appears to have evolved, lizard-like,
from the previous Communal Security Organisation
(CSO) can be squared with the provisions of the
Public Order Act which expressly prohibits the
operation of any "para-military body which is
organised and/or trained and/or equipped for the
purpose of achieving political objectives by means
of physical force" (and makes equally illegal
giving "reasonable apprehension" of being engaged
in such activity.) Do the Metropolitan Police now endorse the
operation of vigilante groups in special
circumstances? I am disturbed by this development, and after I
have received your reply I shall take it up with
our Member of Parliament to pursue my inquiries

you allege, a para-military body. The
Metropolitan Police does not endorse the
operation of vigilante groups, of whatever form,
but is committed to upholding the law firmly and

response:- | Dear Sir Paul,The Board of Deputies of British Jews; the
Community Service Trust I HAVE RECEIVED David Strang's reply of March
11, and find it thin gruel indeed. It is
unsatisfactory and inadequate. This week The
Jewish Chronicle (March 14) has again blessed
its readers with a whole-page advertisement for the
new Community Security Trust of the Board of
Deputies of British Jews, including the evocative,
indeed provocative, words
combat, disciplined,
trained, physical, security volunteers, enemies,
and monitoring. I hear in the CST
unmistakeable echoes of the Jewish Defense League
set up with exactly the same aims in the United
States, which the U.S. government has since defined
to be a terrorist organisation. I again remind you
of the sections of the Public Order Act which
expressly prohibit the operation of any
"para-military body which is or ganised and/or
trained and/or equipped for the purpose of
achieving political objectives by means of physical
force". In his reply to me,
Mr Strang maintains this is not vigilantism; may I
ask your office to provide me with a definition of
the vigilantism that will be not be tolerated and
indicate to me how it differs from what the CST is
serving up? The latest
fund-raising advertisement is again embellished
with photographs of yourself and Mr Veness, no
doubt provided by your office, and with words of
praise which allegedly flowed from your two pens.
Your office is funded by government precept, and by
the money of rate- and taxpayers like myself. You
are beholden to be impartial between races,
religions, ideologies, and political views, within
the law. By endorsing the as yet unproven CST, I
hold that you are betraying the interests of the
force, and you are degrading the works of countless
predecessors in your noble office. If at any time I or
my family are molested, beset, harassed, physically
threatened, or have any other of our civil rights
violated by the CST, this unsavoury body to which
you have lent your name and reputation, or by those
whom I perceive to be their agents, I shall not
hesitate to start action against yourselves and the
police authority for not having acted on my
request, which I state herewith, that you take all
due steps under the Public Order Act to investigate
and curtail the growth of this noxious excrescence
on the British public scene. As soon as I have
completed my inquiries, which will include your
response to my questions above, I shall submit a
protest to our Parliamentary representative and to
the audit office which oversees the operations of

IN ITS REGISTRATION papers, the CST admits that it
holds computerised data for six purposes: these are
personnel administration, fund-raising, membership
administration, "charity and voluntary organisation
objectives", "other consultative and advisory
services", and "information and data bank
administration". Of these categories the fifth is
defined as "giving advice or rendering professional
services, acting on behalf of clients,
[and] analysis for management purposes and
statutory returns," but this appears to relate only
to Community Security Trust employees.
More sinister is the
sixth purpose. This is defined as the "maintenance of information
or data banks as a reference tool or general
resource"; this includes catalogues, lists,
directories, bibliographic and "free text data
bases." Typical activities to this end are "the
compilation or updating of data banks; monitoring
of access or use; maintenance for historical
purposes; analysis for management purposes and
statutory returns." Data is to be gathered and held
about "current, past, potential members, supporters
of a club, society, [or] institution."
Among the classes of data to be held are several
that are identical to those already found in the
registration under the Data Protection Act of the
database maintained by the Board of Deputies of
British Jews namely all the "dirt" they can get on
just about anybody in their host English community
- the personal details, physical description,
habits, personality, character, current marriage or
partnership, marital history, other family or
household members and social contacts,
accommodation or housing, property and possessions,
immigration status, travel and movement details,
leisure activities and interests, "lifestyle"
[i.e. homosexuality or otherwise],
membership of voluntary and charitable bodies,
public offices held, court, tribunal or inquiry
proceedings concerning them, their academic record,
their qualifications and skills, professional
bodies and committees they belong to, their
publications, their student record, their current
employment, career history, political and other
convictions, political party membership, pressure
groups which they support, their religious beliefs,
their other beliefs, and "uncategorised
information", which may include any number of
topics not listed above.
They intend to obtain this media from the people
themselves, their employers and employees, their
colleagues and associates, and provide the data to
"police forces, lawyers, political organisations,"
"the media" and "academics".

clandestinely to the Canadian Jewish authorities
and government.
- EVERY
subject now has the statutory
right
under the Data Protection Act, 1984, to
give the Board of Deputies and the Community
Security Trust forty days' notice in writing to
provide copies of all data maintained by the
Board on them, and to require the Board to make
such corrections as the subject concerned may
require.
Subjects who suspect that they are
being victimised should write in the first
instance by Recorded Mail to the Research Unit,
Board of Deputies of British Jews (and/or
Community Security Trust) marking their letter
for the attention of Michael Whine, Director,
Research Unit, Commonwealth House, 1 - 19 New
Oxford Street, London WC1A 1NF. If the Board
refuses to give satisfaction within forty days,
the subject should then complain in writing to
the Registrar
of the Data Protection
Agency,
Wycliffe House, Water Lane, Wilmslow, Cheshire
SK9 5AF; the agency has statutory powers to
search and seize databases in the event of non
compliance with the Act.
