Dear Mr. Irving,

Thankyou for your letter of 18th December 1997 concerning the question of your criminal convictions.

The opportunity for review of my last decision to refuse your visa application, and the evidence on which that decision was based, was available to you but you did not avail yourself of that opportunity. There is nothing further that I can add to my earlier statements.

Thankyou for bringing your views to my attention.

Yours Sincerely

Philip Ruddock
