I refer to your fax of 6/12/93 to Jim Silva, political section, who is absent from Bonn this week. I understand in regard to your query about whether an official cover came with the Irving brief, that the material was sent to us informally under fax cover by the desk officer at the interior ministry dealing with the case, i.e. not under official cover.
